I can suggest you to reinstall SAP IQ in such order:

  1. Install SAP IQ 16.0 SP00 without SCC.
  2. Upgrade SAP IQ 16.0 SP00 with SP08. During this upgrade select both SCC 3.3 and IQ Cockpit options.
  3. Start IQ demo database and connect to it via Interactive SQL.
  4. Restart IQ Cockpit.
  5. After some 5 minutes try to launch IQ Cockpit.

 

This procedure worked for me in 3 different installations.

 

By the way - when I have installed SP08 Patches 1, 2 and 3 my IQ Cockpit got corrupted - IQ Cockpit Explore tab got empty.
