I can suggest you to reinstall SAP IQ in such order:
- Install SAP IQ 16.0 SP00 without SCC.
- Upgrade SAP IQ 16.0 SP00 with SP08. During this upgrade select both SCC 3.3 and IQ Cockpit options.
- Start IQ demo database and connect to it via Interactive SQL.
- Restart IQ Cockpit.
- After some 5 minutes try to launch IQ Cockpit.
This procedure worked for me in 3 different installations.
By the way - when I have installed SP08 Patches 1, 2 and 3 my IQ Cockpit got corrupted - IQ Cockpit Explore tab got empty.
