Sorry for a delay in response, caught up with daily project works 
There are two things which i checked and solved out my problem. The notes and the program given in the post are relevant, all these should be checked additionally.
1) Check the HU packageing material type and the material which is to be packed. Check if both of them are maintained correctly .
This will solve the primary issue. if any configuration related to the material material type and pagaging group is missing ,configure it.
In the secound case check the item catergory configuration.
Define Item Category Determination in Deliveries>
LF + VERP + PACK = HUPM / DLN
