What release version? If SPS07 are you using the wizard to create the procedure, which will create an artifact of type extension .hdbprocedure (.procedure is deprecated). You will not see a local table type tab with .hdbprocedure.
You can create the global table type as documented here.
Consuming procedure from calc view
CREATETYPE"SCHEMA"."abc.def.data::myTableType"ASTABLE ( column, column,... )
Or in your CDS .hdbdd if you have one. Give that a go.
